A lot survey inside an infill housing overlay district answers a narrow question with a lot riding on it. Does this specific parcel qualify for the housing type the owner wants to build? Overlay districts sit on top of the base zoning and change what’s allowed. They often permit duplexes, cottage clusters or accessory units where the underlying rules wouldn’t. Almost every one of those allowances comes with a dimensional threshold. Meeting it or missing it comes down to measurements nobody has taken yet.
Exact Parcel Width, Depth, and Recorded Area
Overlay rules run on numbers. A district might require a minimum lot width of fifty feet for a duplex, or five thousand square feet of area per unit. Those thresholds are hard limits, and a parcel that misses one by inches doesn’t qualify.
Recorded area and measured area often disagree. A deed written in 1948 may state a lot size that modern measurement doesn’t support. Rounding, old survey methods and later right-of-way takings all cause the gap. The survey reports both figures and shows how they differ.
Width itself needs definition. Some codes measure width at the front line, others at the building setback line, and others as an average. On an irregular lot those three methods give three different answers. The surveyor measures whichever one the code names, which sometimes means reading the code before going to the field.
Existing Building Placement and Required Yard Areas
The existing house shapes everything that follows. Crews locate the structure, its foundation corners, porches, steps, bays, chimneys and any attached garage. Each of those elements gets a dimension to the nearest property line.
Yard areas come out of those dimensions. A rear yard that meets the minimum on paper may fall short once a deck and a projecting bay get measured. Overlay districts sometimes reduce setbacks to make infill work, so the survey needs to check against the overlay numbers rather than the base zone.
Accessory structures count too. Detached garages, sheds and old outbuildings often sit closer to the line than anything else on the property. Some overlays limit how much of a rear yard those buildings can cover, which makes their footprints part of the analysis.
Driveway, Parking, and Pedestrian Access Conditions
Access determines whether a project is buildable in practice. Crews locate the existing driveway, its width at the street, its width along its length, and any curb cut. They also record the sidewalk, the street tree locations and the edge of the public right of way.
Parking rules vary widely across overlay districts. Some require a space per unit. Others waive parking entirely near transit. Where spaces are required, the survey shows whether the site can fit them along with the drive aisle needed to reach them. A twelve-foot side yard rarely produces a legal parking space.
Pedestrian access matters in cottage and multi-unit layouts. Units set behind the front structure need a walkway, and fire access rules often set a minimum width and a maximum distance from the street. Measuring the available space between the house and the side line answers that question early.
Current Grades Around Neighboring Homes
Infill construction happens close to other buildings, which makes elevations part of the survey. Crews shoot grades along the property lines, at the corners of the existing house, and at the foundation corners of neighboring structures where they can reach them.
Runoff is the immediate concern. Adding a unit, a driveway and a walkway sends more water toward the edges of a small lot. Knowing whether the neighbor sits three feet lower tells the designer how much control the site needs before anything gets drawn.
Foundation elevations matter for construction as well. Building close to an older house with a shallow foundation limits how deep the new excavation can go without support. Measured grades and visible foundation heights give the structural engineer something real to work from.
Survey Exhibits Used During Zoning and Site Review
The exhibit is what reviewers actually look at. It shows the boundary with dimensions, the recorded and measured areas, the existing structures with setback dimensions, the driveway and right-of-way features, and the proposed layout where one exists.
Reviewers check specific things. They look for the lot dimensions the overlay requires, for setback compliance, for coverage calculations and for access. An exhibit that presents those items clearly moves through review faster than a drawing that makes staff hunt for numbers.
Designs change during review, and the exhibit changes with them. When a reviewer asks for a unit to shift or a driveway to narrow, the surveyed base gets updated so the revised drawing stays accurate. Working from a stale exhibit is how a project ends up approved for something it can’t build.
